Dr. Deo Emmanuel Muhindo Kapitula
Dr. Deo Emmanuel Muhindo Kapitla is an accomplished international technical consultant and development economist with a distinguished career spanning public administration, private enterprise leadership, and large-scale infrastructure project development. He holds a PhD in Development Economics from Ballsbridge University (Holland) and possesses over 18 years of foundational experience within the Ministry of Finance of the Democratic Republic of the Congo, specifically in the Directorate General of Taxes (DGI), where he advanced through roles in tax verification, audit, and litigation.
Dr. Muhindo has demonstrated exceptional entrepreneurial and executive leadership as the Founder and Managing Director of multiple companies in the construction, energy, and technology sectors. His most prominent role is as the Director General of SWEDE ENERGY DRC, where he is instrumental in the landmark Lake Kivu Methane Gas Project (KIVU POWER S.A.), a $322 million USD initiative for electricity generation and derivative product valorization (2017-2047). He concurrently leads LABLINK CONGO, GASTECHNO CONGO, and serves as the Director General of DPHU University.
His expertise lies in the technical and financial structuring of multi-sector socio-economic development projects, with a proven track record of securing and managing partnerships and contracts with provincial governments and state enterprises like SNEL. His project portfolio includes major studies and rehabilitation plans for hydroelectric plants (Ivugha, Katobo), agro-industrial parks (Vuyinga), and sugar factories. Fluent in French, English, Swahili, Lingala, and Nande, Dr. Muhindo is a strategic leader who combines deep knowledge of Congolese fiscal legislation with a visionary approach to driving energy, mining, and agro-industrial development through public-private partnerships across approximately 25 countries.
