Dr. Kibsa Palingwendé Noel Kaboré
Dr. Kibsa Palingwendé Noel Kaboré is a highly accomplished Project Management Specialist and Development Practitioner with over two decades of experience in the design, implementation, and evaluation of humanitarian and development programs in Burkina Faso. He holds a Doctorate in Project Management and has built an interdisciplinary academic foundation through multiple Master’s degrees in Communication for Development, International Cooperation and Humanitarian Aid, Strategic and Operational Management, and Community Health.
His extensive career is marked by leadership roles with government agencies and both national and international non-governmental organizations, where he has coordinated complex programs focused on community engagement, social and behavior change, and building resilience. A core aspect of his work involves conducting operational research to inform practice, including socio-economic analyses and assessments of community resilience to health disasters (ARC-D Health). He has proven expertise in capacity building, having trained local partners and developed strategic documents and training modules to enhance program effectiveness.
